■Greeting of the Mayor（町長あいさつ）

Otsuchi town has been developing by the merger with three village, Otsuchi, Kozuchi, and Kirikiri as the enforcement of cities,towns and villages system in 1889, and the merger with Kanezawa village in 1955. 　And during that time, our predecessors, who spent much time on the development of culture, industry, and the economy in Otsuchi town, have overcome many difficulties with strong passion and wisdom, and they have built the foundation by making the best efforts. 　This town is located on almost the center of Rikuchu seashore national park, which is very scenic, and there are wealthy Sanriku fishery. 　Under this wonderful natural environment, In order to promote making community based on the principle of the townpeople’s charter, now we are developing the administrative management in accordance with “the Eighth Otsuchi town development plan”, which is a guideline of making community from 2006 to 2015.  　 When the propulsion of town administration, we will decide that the basic principle is the bright management of town administration based on faithfulness, trust, and transparency.  Attending to the townpeople with an equal position and an equal point of view, regarding the conversation as important, making the best use of the limited source of revenue, we will fulfill our responsibility of the explanation to the townpeople about town administration.
